According to Vic Tafur of the San Francisco Chronicle, Donald Penn is ending his holdout without a new deal and is expected to return to the Raiders this week – possibly as early as Tuesday.
General manager Reggie McKenzie seemed open to the idea of giving Penn a pay raise when he spoke two weeks ago, but didn’t want to discuss a contract with Penn until his Pro Bowl left tackle returned to camp.
Ultimately, Penn only had so much leverage – particularly when the Raiders offensive line didn’t implode in week two of the preseason.
Penn will presumably return in time to play in the Raiders’ third preseason game – which many believed was the likely time frame from the beginning.

Donald made a deal and should reported to camp at the correct time and then made a new deal
