Bruce Allen has a history with the Raiders. He also has a history with Jon Gruden.
According to a report on Monday, there is a rumor making rounds that Allen might be angling to reunite with Gruden and the Raiders.

There’s a belief in league circles that Washington president Bruce Allen hopes to eventually return to the Raiders, where he’d reunite with coach Jon Gruden. Both were previously together with the Raiders and, after that, the Buccaneers.
If it happens, the thinking is that Allen would serve in an executive-type role, with no direct input over personnel but a significant role in managing the business — including the team’s new Las Vegas stadium.
Also, Jason La Canfora would like his credit, too.

Who knows how much truth there is to the story, but the rumor seems to have roots extending from more than one outlet.
For what it’s worth, the PFT report does seem to suggest Allen’s potential role with the Raiders would likely focus on the business side of operations, with less involvement (if any?) in Gruden’s personnel department.
