Floyd Kephart Submits “Detailed” Coliseum City Plan

In what could be his final ‘Hail Mary’ attempt, Floyd Kephart, the lead executive of New City Development LLC, said on Friday he has submitted a “detailed plan” for the Coliseum City project to the city of Oakland and Alameda County.

New City Development has an exclusive negotiating agreement on any Coliseum City project that will expire on September 24. At that time, the parties involved can extend the agreement or cut ties and move in another direction.

According to ESPN’s Bill Williamson, the proposal will be reviewed next week, but there may not be great reason for optimism.

Key figures from the City of Oakland, the Raiders and the Oakland-Alameda County Coliseum Authority will meet next week to discuss the plan. The Oakland City Council will make a final decision on whether to move forward with Kephart, who submitted his plan in June. If the Kephart plan is rejected — it has been widely reported that will likely be the result — Oakland can pursue other options. Oakland Raiders owner Mark Davis has given the city until the end of this year to find a solution.

According to a KTVU.com report, Kephart will not comment on the plan before Tuesday when he is scheduled to speak before an “invited audience” at a restaurant in Jack London Square.
